DuPonts Alesta 3003, at least the outdoor version, never was designed to be high gloss at the recommended filmthickness. This kind of red needs at least 4-4.5 mils minumum. Slow heat increase helps. Keep the oven door a bit open. During curring you generate some watermolekules and these, in combination with the waxes inside the powder, condensate back onto your part. Its called blooming.
