Clear coat problem

Relative newbie here...somehow there were some dust particles caught inbetween my base powder finish and the clear coat I applied. Suggestions for correcting this? I was thinking of wet sanding to remove the imperfections, then clearing again.

Also, can you apply color powder over clear if starting over with a part?
