Yikes, you've got a lot of steps in there! No need for all that with sheet metal. The outgassing dance is for cast parts only. With that being said, I'd do the following:
Media blast with 60 or 70 grit Alum. Oxide.
Blow with compressed air.
Sand with 220 w/d paper (doing it dry is fine)
Blow again.
Final clean with Acetone or MEK or Denatured Alchohol.
Quick pass with the torch.
Shoot the powder.
Cure.
A lot of this also depends on what powder/color are you planning to use?
