i usually just shoot over the base coat ... like hd said . unless there is a problem i dont not sand . less chances of getting a spec of dirt in there .
The problem I had was my daughter decided to step on the powder hose for about a second and then step off, then I got an amazing poof of a shite load powder on a corner of the intake I was shooting.
Looking for easy way to fix, wanted to shoot one more coat, not 2.
I normally do the clear same as H-dad, and have never done it any other way, wanted to know if it would work or not.
F-it, Ill just sand the crap out of it and put black back on it, then clear.

I'm old.....HD's way?
You don't think the clear would smooth it and hide the spot?
Sanded her back down tonight. In the oven now "warming", and hell yes its a plasitic LS based intake, that is where the big problem came into play, if it was aluminum, Id of just blown it off and started over.
And the story is, yeah baby, they can be powdercoated!
