Besides stripping hard to guess. If the pimples you talk about go all the way through to the wheel then you may have no choice. Sanding the area down some and shooting a coat of KL might smooth it and seal the spots shut. Then re coat. Goodluck.

Well you could Lightly Blast the whole wheel and sand any bad "outgas" spots Then clean and shoot another coat over it..

Here's how i Do the SD Wet black on Aluminum M/C wheels.. Might not be right , but has not failed ME yet..
I like to start off by Cleaning them with Brake cleaner. Then blast.. Then Outgas at 450 for 30-45 min. Once cool i spray good with Brake cleaner & blow dry good..
With part cool i spray good even coat and bake For 8-9 minutes @ 350 until powder starts to flow , then remove and Spray 2 med Coat.. Straight back in oven and bake for 10 min @ 350 , Then Turn up to 375-385 and bake for 20 min once part is up to Temp..

Normally i use brake parts cleaner on all parts before shooting, but i didnt last night, and now it looks like i am going to pay the price. Is there a solution to fix the problem I have created now? i was thinking maybe KL primer?

I'm sure you've heard the debate over blasting aluminum with glass bead and having it embed itself in the aluminum. Any issues with other aluminum parts they've blasted for you with glass bead?
What about the sealer used when the tire is mounted, did they just try to blast it off and contaminate the media?
Are the "pimples" over the whole wheel including the spokes or just the outer ring?I thought mirror looked good. now back to the problem. The pimples only seem to form on the machined section of the wheel not on rough cast section.

Do the "pimples" go inward or outward?
Any chance they're magnesium wheels?
In order to determine a solution, you need to know the cause.
I do not prep my own parts, I pay a company to do it. Due to my lack of time I could never do this. I believe they use glass bead on aluminum parts. I am sure they are not magnesium though. Both sets are of Kawasaki zx bikes. The pimples are going outwards. and the wheel now feels textured. One of the wheels is way way worse than the other. I would get pictures but it was 4am when I said F IT!! and went to bed, now i am sitting at work.

Ok guys I am trying to coat 2 sets of motorcycle wheels, both of these sets of wheels were ran at 500 for about 45 minutes. I thought this was long enough so i pulled the wheels out and let them cool back to down I coated the 2 front wheels from the sets of each, put them in did some other work, and then checked them. To my suprise they both look like SHIT!! They are completly pimpled all the way around the entire wheel? I need a solution to this other than stripping them and starting over.
