Cast parts are what need out gassing, though I see some parts of that frame that are cast. It certainly wouldnt hurt to og it. It seems to be more of a problem on older cast metals.
If it is cast and you require a primer, check out the red oxide! That product is designed to crosslink with the topcoat and will not allow outgassing....works great on pot metal as well..
